Official Rules of the Dublikat Forum

1. General Provisions

• 1.1. Platform Status. The Dublikat Forum (hereinafter referred to as the Forum) is an open informational and discussion platform for communication, exchange of opinions, and commercial activities. Content is generated exclusively by the Forum users.
• 1.2. Post-Moderation. The Forum operates on a post-moderation basis: users' publications appear instantly, and their review by moderators is carried out later.
• 1.3. Disclaimer. All publications reflect solely the personal opinions of their authors. The Administration is not responsible for user-generated content, including links, files, images, recommendations, and advice, or for financial risks arising from transactions between participants. ⚠️ TO MINIMIZE RISKS, THE ADMINISTRATION HIGHLY RECOMMENDS CONDUCTING ALL TRANSACTIONS THROUGH THE OFFICIAL FORUM ESCROW SERVICE (GARANT-SERVICE).
• 1.4. Agreement to the Rules. Creating threads and posting messages is available only to registered users. Registration on the Forum constitutes full and unconditional acceptance of these Rules. Ignorance of the Rules does not exempt users from liability for their violation.
• 1.5. Technical Maintenance. Preventive and technical work on the server may be carried out at any time without prior notice to users.
• 1.6. Amendment of the Rules. The Administration reserves the right to change these Rules unilaterally. Amendments take effect from the moment of their publication in this section. Users are obliged to independently track changes to these Rules.
• 1.7. Authority of the Administration. Administrators and Moderators (hereinafter referred to as the Administration) represent the leadership of the Forum and monitor compliance with order. The Administration has the right to delete, move, or edit any content that violates the Rules or internal policies of the platform, as well as to apply sanctions and issue punishments to users for violating the platform rules.

2. Rights and Obligations of Users

• 2.1. Users' Rights. Forum users have the right to communicate freely and create threads for discussion, unless restricted by the rules of a specific section or current account status. Users have the right to appeal to the Administration for resolving disputes, conflicts, and reviewing complaints.
• 2.2. Commercial Activities. Users have the right to conduct commercial activities within the framework of the rules established by the Administration of the Dublikat Forum.
• 2.3. Escrow Service (Garant-service). Users have the right to use the official Escrow Service to ensure the security of their transactions. A commission fee is charged for conducting transactions through the service according to current tariffs.
• 2.4. Obligations of Users. Users of the Dublikat Forum are obliged to:
  • strictly comply with the general rules of the Forum, as well as local rules of sections, subsections, and threads;
  • 📢 UNCONDITIONALLY EXECUTE DECISIONS rendered by representatives of the Administration in the Arbitration section or during proceedings;
  • unconditionally follow the direct instructions and requirements of Moderators and Administrators;
  • promptly report noticed violations on the platform to the Administration;
  • show respect to all participants of the platform and adhere to the norms of professional communication.

3. Rules for Thread and Message Formatting

• 3.1. Usernames. Registration of usernames (nicknames) that may mislead participants is strictly prohibited, including:
  • imitation of Administration nicknames;
  • imitation of nicknames of services placed on the Forum, and other users;
  • using messenger contacts, links to third-party websites, or names of other resources without obtaining an official commercial status.
• 3.2. Profile Signature. Users may place information in their profile signature at their own discretion, including promotional content, provided it does not violate the general rules of the Forum and the requirements of this section. The following are STRICTLY PROHIBITED in the signature:
  • placing banners, images, or any other multimedia content, except for cases officially granted by a premium or top commercial status in accordance with the F.A.Q.;
  • exceeding the limitations on lines and formatting established for a specific status;
  • placing links to third-party platforms and external commercial resources, unless they are agreed with the Administration and are placed on a commercial basis.
  🔴 If a violation is detected, the Administration reserves the right to edit the signature unilaterally. In case of repeated violations, strict sanctions will be applied to the account.
• 3.3. Language and Formatting. The primary language of communication on the Forum is Russian. The use of foreign speech is allowed only on the condition that an accurate and understandable translation into Russian is provided, except for generally accepted international abbreviations and brand/service names. It is prohibited to:
  • write text entirely in capital letters (Caps Lock);
  • abuse translit and excessively use smileys or emojis;
  • overload messages with color, bold text, excessive font size, or graphics;
  • apply aggressive animation and degrade the readability of publications.
• 3.4. Thread Titles. When creating a thread, it is PROHIBITED in the title to:
  • use the name of the Forum and its derivatives without agreement with the Administration;
  • use the name of your own brand or service, unless it is allowed by a separate commercial status or specific agreement;
  • specify information about the availability and size of a Deposit unless this deposit is placed in the official Escrow (Garant) of the Forum;
  • use smileys, emojis, translit, force-change the font color, or write the title in capital letters, except for abbreviations.
  Threads with provocative titles and clickbait are removed without warning.

4. Prohibitions and Restrictions

• 4.1. Insults, Profanity, and Conflicts. On the Forum, intentional humiliation of the honor and dignity of interlocutors, disrespect, and the use of profane language (swearing) in threads, messages, chat, and titles are completely prohibited. All personal disputes must be resolved strictly in private messages (PM).
• 4.2. Exception for Masked Language. The use of profane words fully replaced by symbols (e.g., asterisks ***) is not equated to swearing, PROVIDED they do not contain targeted insults directed at participants or the Forum Administration. Any veiled and masked insults are equated to direct profanity and are strictly punished.
• 4.3. Insults Directed at the Administration. 🔴 INSULTS DIRECTED AT REPRESENTATIVES OF THE ADMINISTRATION in any form (publicly or in PM) are punished with a permanent ban of the main account and all subsequent profiles without the right to appeal or amnesty.
• 4.4. Absolute Assortment Restrictions. On the Dublikat Forum, for the safety of the platform and its participants, it is CATEGORICALLY PROHIBITED to place, advertise, discuss, buy, or sell:
  • consumer goods in free legal sale (clothing, food products, strollers, household appliances, etc.). The platform is not a general classifieds board;
  • narcotics, psychotropic substances, smoking mixtures, any dangerous medicinal drugs, pharmacology, and highly potent substances;
  • any types of weapons, ammunition, explosives, explosive devices, poisons, radioactive and toxic substances, as well as manuals, instructions, and methods for their improvised manufacturing;
  • counterfeit banknotes (bills, coins) of any countries, currencies, and denominations, as well as duplicate alcohol and any alcohol products;
  • hitman services, infliction of bodily harm, violent actions against civilians, arson, bombings, attacks on government institutions and infrastructure, or any services classified as extremism or terrorism.
• 4.5. Advertising and Spam. It is prohibited to post commercial offers, referral links, advertisements for third-party resources, online casinos, and their elements without agreement with the Administration. Spamming (mass distribution of offers via PM or threads) results in heavy monetary fines established by the Administration, or an instant ban.
• 4.6. Multi-Accounting. Creating and using multiple accounts by one person is prohibited, except for accounts officially approved by the Administration. If unauthorized duplicate profiles are detected, ALL accounts of the violator will be blocked.
  • If a multi-account belongs to a user previously recognized as a scammer ("kidala"), they forfeit the right to any payouts from the Escrow Service or Deposit. The funds will primarily be used to compensate the victims, and the remainder will be transferred to the project's insurance fund.
  • It is strictly prohibited to leave reviews or inflate ratings in one's own commercial threads using multi-accounts. Violation results in a permanent ban of the creator and the closure of all their commercial threads.
• 4.7. Cybersecurity and Deanonymization. The following are strictly prohibited on the Forum:
  • distributing malicious software (viruses, ransomware, stealers);
  • placing phishing links (to fake Telegram bots, counterfeit websites);
  • disclosing personal data of users (real names, documents, contacts) and making any attempts to deanonymize platform participants;
  • exporting closed technical or commercial information from private sections of the Forum.
• 4.8. Identity Falsification and Account Trading. It is prohibited to impersonate another participant of the platform, the Escrow Agent (Garant), or a representative of the Administration. Registration of fake accounts with look-alike usernames is prohibited, as well as selling, renting, or gifting one's profile to third parties.
• 4.9. Flooding, Rating Inflation, and Begging. It is prohibited to post meaningless messages, duplicate threads, beg for likes, reactions, or openly beg for funds or other benefits.

5. Rules for Commercial Activities

• 5.1. Author's Responsibility. The user bears full sole responsibility for the content of their threads and is obliged to independently maintain them. The user bears full financial responsibility for the security of their account on the Forum and linked contacts in messengers. If a fraudulent evasion of rules or deception of buyers occurs from your profile (e.g., as a result of a hack), the financial liability to the victims is borne by the account owner.
• 5.2. Conditions for Creating Commercial Threads. Publication of any threads aimed at generating profit on the Forum is allowed only after purchasing the appropriate paid commercial status or obtaining agreement from the Administration. Invoicing and fee collection on the forum are handled exclusively by Administrators @Reklama or @Garant.
• 5.3. Verification and Fees. Every commercial thread must pass mandatory verification by the section Moderator before publication. Refusal of verification or ignoring it for more than 5 days results in thread deletion. The Administration reserves the right to conduct a re-verification of the Seller at any time. If a thread is closed for fee payment, the Author is obliged to independently write to the Advertising Administrator (@Reklama) with a link to the thread. If the conditions are not met within 7 days from the moment of publication, the thread is moved to the Trash. Creating duplicate threads during this period is considered spam.
• 5.4. Inactivity Periods and Archiving. If a commercial or informational thread remains inactive on the part of the Author for more than 180 days, it is automatically moved to the Trash. If the creator of threads has not visited the Forum for more than 90 days, all their threads are moved to the Trash. Restoration of such threads is possible only according to the rules relevant at the time of the new request. The standard technical interval for bumping a commercial thread on the Forum is 24 hours. For premium groups and higher commercial statuses, reduced thread bumping intervals apply, as anchored in the official F.A.Q. on Titles and Statuses.
• 5.5. External Links and Third-Party Resources (Backlinks). Placement of direct external links to third-party websites, Telegram channels, or bots is allowed exclusively on a commercial basis and only after agreement with the Administration. Placing screenshots of reviews from other resources is prohibited, as they cannot be objectively verified.
  MANDATORY CONDITION: If the Author places approved links to third-party resources or Telegram channels in their thread, they ARE OBLIGED to place a direct backlink to their commercial thread on the Dublikat Forum on those external resources. In the absence of a backlink, the thread will be closed, and contacts will be removed from the thread without warning.
• 5.6. Schedule of Mandatory Commercial Fees. A mandatory commercial fee is a one-time, non-refundable payment for the right to conduct commercial activities on the Dublikat Forum in the following categories:
  • Database Sales — 20,000 rubles;
  • Information Search and Lookup (Probyv) — 25,000 rubles;
  • Debit Card Sales — 30,000 rubles;
  • Loan Assistance / Lending — 25,000 rubles;
  • Travel Sector (flight tickets, hotels, bookings, miles, car rentals, carding of various services and goods, bonus sales, and similar) — 25,000 rubles;
  Legal Status of the Payment: Any commercial fee is paid once, is irrevocable, non-refundable, cannot be divided among anyone, and becomes the sole property of the Dublikat Forum. For inquiries regarding thread placement in these categories, contact @Garant strictly.

6. Rules for Deposits and Escrow Service (Garant-service)

• 6.1. Escrow Service (Garant-service) Regulations. The official Escrow Service operates to protect users from fraud. The Seller has no right to refuse the Buyer to conduct a transaction through the Garant if the Buyer insists on it. REFUSAL OF THE GARANT ENTAILS A PERMANENT BAN OF THE SELLER. The Administration is not responsible for transactions conducted without the participation of the Garant.
• 6.2. Deposit Regulations. The Deposit is an additional form of fulfilling obligations and can be placed by any user of the Dublikat Forum on their own initiative. For specific high-risk threads, the Administration reserves the right to require a Deposit placement as a condition for opening a thread. The Deposit is paid to the requisites provided by the Administrator @Garant.
• 6.3. Deposit Withdrawal and Scam Protection. General withdrawal of a previously placed Deposit is conducted strictly based on an official request posted by the author in their thread regarding the deposit placement. The Seller's commercial thread is closed, and a notice is published in the thread stating that the Seller has requested a withdrawal of funds.
  • From the moment the notice is published, a mandatory period for accepting claims from users is assigned, which is exactly 30 calendar days.
  • If no claims against the user are received within the established period, the Deposit is transferred to their requisites minus the established commission for storage and technical maintenance of funds, which is currently 10%, and the commercial thread is completely deleted.
  • If during the verification process justified financial lawsuits involving this user are submitted to the Arbitration, the Deposit is fully frozen until a final decision is made by the Arbitrator. If the Deposit owner is found guilty, the funds are distributed among the affected participants. Unclaimed balances are transferred to the Forum's insurance fund.
  Only and exclusively users who conducted transactions through the official Escrow Service (Garant-service) of the Dublikat Forum have the right to claim the Deposit return.

7. Arbitration and Reviews

• 7.1. Purpose of Arbitration. To resolve disputes and conflict situations on the Forum, an Arbitration system is in place. Financial claims regarding transactions and other cases directly provided by the internal rules of the Forum are considered in Arbitration. By creating an account, the user agrees to unconditionally submit to the decisions of the appointed Arbitrator, up to account blocking and loss of the Deposit in case of ignoring their requirements.
• 7.2. Negative Reviews and Accusations. Placing negative reviews or public accusations of fraud in Sellers' commercial threads that are not confirmed by an official decision of the Forum Arbitration is strictly prohibited. If a user publishes a negative review, they are obliged to initiate or support an official dispute within which the stated claim will be reviewed by the Arbitration. If Arbitration is not opened and the dispute is not confirmed in the established order, such a review is considered unconfirmed defamatory and will be deleted, and strict sanctions will be applied to the author.
• 7.3. Escrow (Garant) Requirement for Reviews. It is strictly prohibited to leave reviews in the Seller's commercial thread if the transaction was conducted without using the official Escrow Service of the Forum. Violation of this rule entails a temporary account block for a period of 1 to 5 days.

8. Rules for Using the Built-In Chat

• 8.1. Chat Status. The general Chat is a part of the Dublikat Forum and is intended for real-time communication between users. All Forum rules, including prohibitions on profanity, insults, flooding, and off-topic, apply to behavior in the Chat in full. For violations, moderators have the right to issue a ban on communication in the Chat or a full account block. In case of personal conflicts in the Chat, all participating parties are subject to punishment, regardless of who initiated it.
• 8.2. Commercial Restrictions in the Chat. The Chat is intended solely for free communication among participants. The following are CATEGORICALLY PROHIBITED in the Chat: any advertising, conducting commercial activities, or placing external links, including social network and messenger contacts. All commercial contacts and links are allowed to be transmitted strictly via PM.

9. Concluding Provisions

• 9.1. Prerogative of the Administration. Any final decision in disputed, non-standard, or conflict situations not regulated by the literal text of these Rules is made exclusively by the project Administration based on the internal policy of the Dublikat Forum.
• 9.2. Lack of Commercial Interest. The Forum Administration does not conduct personal commercial activities in the trading sections, does not act as a guarantor, and does not recommend specific sellers. All negotiations and transactions are conducted by Participants between each other at their own risk.
• 9.3. Absolute Platform Protection Right. THE ADMINISTRATION OF THE DUBLIKAT PROJECT RESERVES THE RIGHT, UNILATERALLY, WITHOUT GIVING REASONS or prior notice, to refuse any user commercial activity on the project, limit platform access, and close or permanently move to the Trash any previously approved commercial threads.

10. Hierarchy and Priority of Rules

• 10.1. General and Local Rules. These General Rules are the primary and fundamental document of the Dublikat Forum. Local additions to the rules can operate in each individual trading or informational section, mandatory for execution by all participants of the subsection.
• 10.2. Priority of Local Rules. If the General Rules of the Forum enter into a direct contradiction with the local rules of a specific section, the local rules of the section possess the highest priority, unless otherwise explicitly indicated by the Administration.
